Support for social-economic re-integration of Mine/ERW survivors (SERM)

To improve living conditions and livelihoods of 238 mine/ERW survivors and their families (marginalised
as people with disabilities) of rural mine-affected communities in the Kukes, Has, and Tropoja districts
of Northeast Albania by increasing their access to social economic re-integration program and
improvement of their employment skills for their integration into the local labour market

  1. To increase employment/ business opportunities for 45 families of mine/ERW survivors of Kukes
    by improving their professional/entrepreneurship skills through vocational training courses for 45
    /youth/adults within project period
  2. To increase mine/UXO survivors’ access to medical and rehabilitation support services
    (maintain high access) by providing logistic support to at least 70% of 238 mine/ERW survivors
    within the project period.
  3. To improve social integration of mine/ERW survivors at least by  40%  within project period, by
    providing direct outreach psycho-social and peer support services  (outreach and counseling
    services ) to 272 mine/ERW survivors

I.         Vocational Training Component

50 survivors/ members of family survivors completed vocational courses as follows;
28  students attended vocational and business courses, out of which: 17 mine survivors and 11 family
members of mine survivors as in the following specialties: Electro-domestic apliances (8); ;Computer
Basis (4); Auto-electrics (7); Industrial Electronics (1); Hydro-sanitary installations (3); Radio-TV Repairer
(1); English and computer (1) ; Electric installations (1); Computer Cameraman (1), Waiter – cook (1)..

22 persons ( 20 targeted,) attended business entrepreneurship training out of which 4 were survivors
and 18 were family members of mine survivors.  

Out of 50 persons who have completed the courses 12 of them ( 41%) have already opened their home
based businesses, 5 ( 18%) are in the process to opened their home based businesses  (total 61%)
while the rest are still looking for proper options. 24 beneficiaries ( 38% women) survivors/family,
members supported to buy equipments/establish home based businesses with interest free loans.  In
total 40 survivors/family members have started home based business, out of which 23% are women
households.

II. Logistic Support component

Logistic support was provided to get specialized medical services provided by the Regional Hospital of
Kukes as follows: 62 survivors got prosthesis repair;  47survivors got physiotherapy sessions; 19
survivors got specialized medical check ; 134 survivors got medication by VMA Nurse at their homes;
155 referrals made regarding medical services; 228 survivors’ families were visited by Pear Support
Team (Survivors hired by VMA and trained), 96 mine/ERW survivors received psycho social support
provided by psycho-social workers of the targeted communes/ Psycho-Social Worker of VMA; 2 Raising
Voices Workshops and 2 maintenance Prosthesis Workshops were organized where 91 persons
participated in total. 780 leaflets on prosthesis maintenance and Survivors’ rights were produced and
225 were distributed to the amputees. Additionally a Booklet on Physiotherapy prepared in 2006, was
republished in 2002 coppies-distributed 139 copies. Basic Register for survivors’ services was
produced by VMA. 52 persons conducted general screening. In addition, 119 drop-ins were registered at
Ortho-prosthesis workshop. Besides survivors, the rest were persons with disabilities. In total logistic
support  was provided to 417 persons, ie some got support 2-3 times. 35 survivors participate in
recreation trip to southern Albania

Night of a Thousand diners- Educational Re-integration of 10 children mine survivors 2008

To contribute towards the socio-economic re-integration of 10 land mine/UXO survivors into their
communities in line with the victim assistance strategy and Albania’s obligations to the Ottawa support
10 children survivors to be socially and educationally integrated.

To improve access to qualitative education and learning outcomes to 10 mine/UXO child survivors
through catch-up classes and vocational training courses

Towards Safer Albania- SALW Risk Education Pilot Project in Kukes and Elbasan regions/ Towards
Safer Albania- SALW Risk Education Pilot Project in Shkoder region
To improve security in the communities of 2 targeted regions of Albania through adoption of proper
community responses to human security risk factors.

  1. To increase public awareness of communities (children and adults) of 2 regions of Albania
    about the dangers and threats posed by (the possession) SALW through RE activities and
    dissemination of media materials promoting adoption of safer behaviours.
  2. To improve local responses to SALW by increasing collaboration, cooperation, coordination of all
    stakeholders (police, schools, NGOs’, religion, front-line workers,)

these 3 pre-selected counties, 5 districts as follows: Kukes, Peqin, Puke, Shkoder and Gramsh districts
Targeted: 419,960 persons as follows: a) 372,364 community members, police inspectors, school
teachers, local front line workers and members of the NGO’s  and  b) 47,596 primarily school children

Reached through SALW-RE activities and campaign: 125,657 persons as follows : a) 98,449
community members, police inspectors, school teachers, local front line workers and members of the
NGO’s; b) 27,478 school children,

Indirect reached:  30 % of the population of Kukes and Elbasan Counties (population 419,960, reached
125,988 persons)

Reached through Media: 381,000 persons in the targeted counties and other areas of Albania

The main achievements of the project (June 09 – December 2010):
During the project period, the following were conducted in 3 targeted districts: 195 field visits by SALW-
RE local coordinators in Kukes,Shkoder, Puke, Gramsh and Peqin to conduct 193 SALW-RE activities
as follows: 170 SALW-RE activities for awareness campaigns, 5 presentations, 2 training with the
national media, 5 workshops with the local actors for awareness campaigns, 5 SALW-RE arts
competitions, 5 SALW-RE sports and festivals activities, 3 training on community policing with the police
inspectors, 18 RE Round tables between police inspectors and school children.
461,075 members of the targeted communities of Kukes, Gramsh, Peqin and other areas of Albania (
areas reached by air broadcasting of radio jingles and TV sport)  kept informed about the risks posed by
SALW. 27,478 pupil of 67 schools of Kukes, Shkoder, Puke, Gramsh and Peqin reached  with SALW risk
education activities. The reached beneficiaries are better informed about the risk posed by SALW and
have increased their efforts towards creating a safer environment for the future.

Distributed: 53,206 SALW-RE media materials as follows: 12,040 leaflets, 7,890 posters, 450
calendars, 10,880 pens, 15,035 T-shirts, 2,045 caps and balls; 10 billboards; 4 Radio jingles produced
and transmitted 694 times at the national and local radio stations, 1 TV spot produced and transmitted
800 times at the local TV's of targeted districts.

Environmental Rehabilitation of Demined Areas in Northeast Albania (ERDANA)

To reduce the poverty of 6,000 mine-affected households in northern Albania by helping them to
rebuild their productive assets on agricultural lands and forests cleared of landmines.
  1. To increase knowledge of communities of 3 targeted communes of Kukes region about
    environmental issues by 40 % and generate support for regional environmental conservation
    and protection of forests at the end of the project.
  2. To support communal reforestation planting of tree seedlings (50,000 trees) on 25 hectares of
    deforested and de-mined land in 3 designated areas of 3 communes of Kukes region.

  • 3 of Anti-mine Comities re-shaped into Green Clubs
  • 3,403 media materials awareness environment media materials produced and distributed as
    follows: 1,350 leaflets, 250, 1,500 pens, 300 T shirts, 3 billboards
  • 6 Round tables/meetings on environment issues organized with Green clubs to mobilize them
    on environment issues
  • 12 awareness extracurricular activities about environment protection with school children –
    participated 578 pupils.
  • 2,520 member of communities of 4 villages are informed about environment issues and forest
    protection throgh leaflets, direct meetimngs and 3 workshops
  • 30.01  HA of deforested area turned to its natural identity – forest for communities to be used  
  • The incomes of mine survivors and their family members involved in planting activities are
    increased

Local communities of the district and the region of Kukes, related local governance bodies, cultural
groups, folk groups    and private sector of bars and restaurants, especially residents in the areas of
cultural and eco-tourist interests and indirectly neighbouring region of Prizeren which will draw
economic benefits from the increase of number of tourists and people attending such folk activities.

  1. Targeted beneficiaries have increased their knowledge about the economic  opportunities of the
    proper use of their cultural resources, assets and potentials and have developed a business
    understanding of the touristic  market and its requirements
  2. Promotional tool (Folks Festivals) for local cultural assets and values is in place and such values
    are marketed all over neighbouring regions and have gained local and regional attraction of
    potential tourists and tour operators.
  3. Revived  the tradition of the promotion of local  resources and potentials through artistic folks
    festivals, promotion of local handcraft items and cultural exchanges
  4. Improved attraction of tourists to attend these folk festivals and improved local handcraft sales

Vocational Training & Local Enterprise Initiative for mine victims of Kukes  (VTLEPIK)

To improve living conditions and livelihoods of 238 mine victims and their families (marginalised as
people with disabilities) of rural mine-affected communities in the Kukes, Has, and Tropoja districts of
Northeast Albania by increasing their access to social economic re-integration program and
improvement of their employment skills for their integration into the local labour market.

To increase employment and business opportunities for 40 families of mine survivors of Kukes by
improving their professional/ entrepreneurship and business skills through vocational trainings and
support

The objective of VTLEP project is twofold:
  1. To improve access to vocational apprenticeship and business training to 40 mine victims/
    members of families mine survivors, will increase  their entrepreneurship and professional
    labour skills
  2. To support 20 entrepreneurs among trained beneficiaries to establish home-based businesses
    by the end of the project, by working with them how to establish and manage their home based
    businesses.

Establishment of Pilot Child Family Protection Unit model in Kukes Municipality within JPGE Initiative

To reduce the vulnerability of children and families at-risk of trafficking, violence and abuse in Kukes
Municipality, Northeastern Albania, by improving the quality of specialized services to children and
families in need of protection and coordination of local responses
  1. increase and improve the range and quality of services both to families and children of Kukes
    Municipality at risk to trafficking, abuse, violence and exploitation by tailoring current Child
    Protection Unit (CPU) to Child & Family Protection Unit (CFPU)
  2. To empower/strengthen capacities of local service providers and local government structures, of
    Kukes municipality (CFPU, Social Services Dept, referral mechanism, Case Management Team,
    etc) through series of trainings for the improvement of their quality of prevention and protection
    services for families and children at risk.
  3. To improve local responses to child/family protection by increasing awareness and
    strengthening cross-sectorial collaboration, cooperation, coordination of all stakeholders about
    family/child protection.

A.  Beneficiaries of Trainings/capacity building:
    •        277 front line workers (government and non-government officials including child and family
    protection employees, municipality social workers, teachers of 5 primary schools of Kukes, court

    local NGOs.
B.  Beneficiaries of protection and prevention services
    •        8470 children, 4,240 families of Kukes municipality.

Effective and sustainable protection structures and mechanisms are in place at Kukes Municipality to
manage coordinated responses for family and child protection to provide qualitative services to children
and families at-risk, to refer and follow up on them on regular basis during the year.

  1. CFPU plays the role for which it is set up and modified as a pilot project
  2. The quality of services offered to children and families at risk by CFPU are in compliance with
    required standards
  3. Children at risk and their families have greater access to protection services; at least 5 -10 cases
    per month of children at risk are identified, case files opened up for them;  
Knowledge and skills of service providers (in the sectors of education, health, social services, police)
and local government to delivery quality and specialized services to children in need of protection is
improved and proper tools/mechanisms are in place to support them in this work

Results:
       Social service personnel at the CFPU gain relevant skills and knowledge to effectively
respond to child protection issues by themselves;
       The CFPU staff members are in line with practices used allover Albania and harmonize their
activities in line with National Standards
       The local institutions and stakeholders at Kukes Municipality have increased their
knowledge about CFPU services for children and families at risk, and have improved
institutionalized cross- sectorial collaboration, cooperation and exchange of information, have
raised awareness and community responses to protect children at risk from trafficking,
exploitation, abuse and violence

Outdoor Ambassadors: 2010-2011

  1. To educate youth about Albania’s environment, ecology, biodiversity, waterways, and wildlife
    while giving them the tools to educate and improve their local communities.  
  2. To develop youth leadership skills in areas of environmental stewardship, community service,
    and team building.

Objective 1.1: 150-200 youth (aged 10-18) will be educated about Albania’s environment through
various classroom and in-the-field learning activities in Outdoor Ambassador clubs that meet weekly
between July 2010 and May 2011, as measured through the trimester club surveys.

Objective 1.2:  10 Outdoor Ambassador adult club counterparts will participate in a 2 day leadership
training, primarily in environmental education by leading experts in the field, in the Fall of 2010 to guide
and educate local clubs on the environment.

Objective 2.1: 70 youth members of Outdoor Ambassadors clubs will participate in a 5 day camp where
they will learn leadership and teamwork skills and be prepared to become conservation leaders in their
local communities by the end of the Summer of 2010.
Objective 2.2: 20 Outdoor Ambassadors student club leaders will participate in a 2 day leadership
training, primarily in project management and organizational development by leading experts in the field,
in the Fall of 2010.
Objective 2.3: 100-150 youth members of Outdoor Ambassadors clubs will plan and implement at least
18 community projects in their local cities and towns, some of which will be through partnerships with
brother and sister-OA clubs, by the end of April 2011.

Fifteen OA members of the Kukes club, four of whom attended the November training, conducted
environmental lessons on the following topics: the causes and consequences of air pollution, actions to
reduce air pollution, acoustic pollution, plastic bags, and other types of environmental pollution.  One
hundred and sixty students from five classes took part.  The Kukes club distributed 150 posters among 7-
10 local shops.  The posters’ message was “Say Stop to Plastic Bags”.

The 4 leaders of the Fier club, two of whom participated at the November training, conducted peer-to-
peer environmental lessons in two-person teams in four Fier Primar schools in December, targeting 5th
year classes of 25 students each. These lessons supported the initiative of the Bashkia’s recycling
campaign, gathering its support as well as that of the Fier DAR, or Regional Education Office.

Moreover, these leaders recruited and developed capacities of new members to replace them in the
Spring semester (as the former leaders would soon graduate). Three new two-person teams analyzed
and improved the recycling lessons, this time, teaching students in the 8th year of the 9-vjecare schools
to encourage them to take a more concrete, active leadership role in their schools in the following year.  
This is a very powerful example of creating sustainable action and growth in a local club by building
membership and developing club projects even after implementation.

Through the Summer Camp, the 57 Albanian campers, in 15 person teams, painted four dumpsters in
Erseke.  The paintings included an environmental message to the community, and the project was
overseen and highly praised both by local and international members (Erseke’s Mayor, and Peace
Corps Albania’s Programming and Training Officer).
The 57 Albanian campers, in two separate groups of 24 and 23 respectively, cleaned two separate
locations in Erseke of trash.

Students reported an increased knowledge and appreciation of nature in the end of the camp survey
forms.  The 12 clubs which participated are currently developing community projects, outdoor activities,
and youth excursions in and around their communities.
