DETAILED DESCRIPTION OF ALB-AID - GENERAL BACKGROUND

ALB-AID is a non-governmental organization, private, non-partisan and non-profit. It is a
continuation of former “Victims of Mines and Arms Kukes” NGO founded in November 2000 and
registered as a legal entity on January, 2001.  On May 2009 with the decision No. 2579 of the
Law Court of Tirana, it was registered with the new name Association of Albanian Assistance for
Integration and Democratic Development (
ALB-AID) extending its activities all over Albania and
broadening its services to other persons with disabilities (PWD), besides mine  and ERW victims.

Victims of Mines and Arms-Kukes (VMA) (currently ALB-AID) was established as a local
community based NGO from the former local staff of Mine Risk Education Project of Care
International after Kosovo conflict of 1999. Initially it started to conduct MRE Activities in 39 mine
affected villages of Kukes County. While working in these areas on MRE, the NGO staff identified
local needs of mine affected communities and was gradually involved in Victims’ Assistance, Child
Protection and Economic Development growing bigger and bigger until it became a National NGO
in 2009. Based on this experience and expertise gained in northeast Albania with mine survivors,
ALB-AID is approaching ERW/UXO survivors and PWD in other parts of Albania to provide similar
services and support for their social-economic integration.

The livelihoods of victims of mines, UXO/ERW and social trauma and PWD and provides support
for the sustainable development of these communities. This is achieved through economic
development of the areas and strengthening of capacities for self-help, enabling equal
opportunities for every one and empowering social-economic rights of each individual.

During the period 2001-2012, ALB-AID implemented more than 60 community based
Projects exceeding four million US dollars focussing on::

  • People’s awareness/education on land mines/ UXO/ERW/SALW threat;
  • Victims Assistance for social-economic and physical reintegration of survivors
  • Child Protection and Anti-trafficking Initiatives in Kukes region
  • Capacity building for local authorities and local service providers of children

As a result of improvement of awareness and education of communities and school children on
land mines threat, accidents from mines and UXO’s have been reduced from 191 in 1999 to 0
from 2006-2012 in Kukes County. During 2008-2012 Alb-Aid has also conducted successful risk
Education activities with school children of Gerdec after the explosion of Demolition factory of
Gerdec. ALB-AID has also conducted national campaign against the use small arms and light
weapons in Kukes, Elbasan, Gramsh, Shkoder and Pukë.

Through Victims Assistance Program ALB-AID has offered various services to 238 mine victims
and other persons with disabilities such as logistic support to have access to medical services
like physiotherapy, orthopaedics, and psycho-social counselling. It has also conducted regular
ongoing visits to mine survivors including peer support and social mobilization. ALB-AID has also
supported mine survivors and their families with capacity building, vocational trainings and
income generation initiatives.

A lot of efforts have been made to support child protection and anti-trafficking initiatives in the
region. With UNICEF funding ALB-AID has established
Child and Family Protection Unit in
Kukes municipality, which is taken as a model to be replicated all over Albania. Child and Family
Protection Unit addresses both problems of children and women at risk to trafficking, abuse and
domestic violence. Special attention is being given to the capacity building of the local front line
workers and social servants. To promote and monitor implementation of children’s rights in the
region by Government Institutions,
Child Protection Observatory has been established and is
being empowered. Annual and progress Reports on the situation of Children’s Rights in Kukes
county are being prepared regularly by the Observatory of Civil Society for the monitoring of the
Children’s Rights in Kukes County. CRU is established ALB-AID is closely working with the
Council of Kukës County to promote the establishment of CRU in accordance with Law No. 10347.

ALB-AID has also contributed to the establishment and empowerment of School Governments of
Primary schools of Kukes and Korçe districts. It is currently working with the Ministry of Education
and Science and  regional Departments of Education to build Institutional model of work with SG’s
which could be replicated all-over Albania and to harmonize inclusion of SGs in decision making
at their schools. It has organized a lot of extracurricular activities and campaigns with school
children to promote their active participation in school life to raise their voice and express their
problems and concerns and to exercise democracy. A special monthly newspaper for school
children set up with funding from EU Commissions and supported from UNICEF and US
Department of States is published since 2006 from ALB-AID.

Considering the experience gained working with mine survivors in the Kukes region, ALB –AID is
extending projects to other persons with disabilities (PWD) besides mine survivors.

Based on the expertise created and experience gained in the Kukes County, ALB –AID is
extending its activities to other regions of Albania. Starting from March 2008, ALB-AID is working
in Gerdec, Tirana to keep the affected communities aware of the UXO/ERW threat. It is also
involved in Victims Assistance projects that encourage school children of the families affected by
Gerdec explosion to attend vocational trainings in English and Computer. Recently Alb-Aid has
also completed
SALW Risk Education in the other counties of Albania. (Kukes, Elbasan-Peqin,
Shkoder-Puke and Gramsh).

With its continuous efforts and presence, ALB-AID has become an important factor in Kukes
region and enjoys full support of local authorities with whom it has established excellent
cooperation.

    During the 12 years time ALB-AID has been funded by different foreign donors
    such as US Department of States/ ITF , (57, %), UNICEF Albania (23 %), UNDP
    Albania (11 %), European Commission (3 %), US Aid ( 2  %), Others (4 %)

    Currently ALB-AID has 12 full time and 6 part time staff members and is
    implementing 6 projects.  

ALB-AID in its 12 years of its existence has created a lot of local expertise and models for other
NGO’s of the region in mobilizing communities in the areas of community awareness, assistance,
development, training and education. Some of former employees of ALB-AID in the last 5 years
have got leading positions in other Institutions and Companies working in Kukes and in the
National Government institutions in Tirana, the capital of Albania.

ALB-AID has a well organised structure and system of management, which allows transparency
and participation of the targeted communities in the management process.  With its experience
and expertise created ALB-AID is capable and well positioned to promote broader social and
economic development of all communities all over Albania.

With its continuous efforts and presence, ALB-AID has become an important factor in Kukes
region and enjoys full support of local authorities with whom it has established excellent
cooperation.
